ACTIVITIES

PLANNING, PROGRAMMING AND COORDINATION ACTIVITIES

  The Tenth Development Plan prepared at the national level and the National Strategy for Regional Development 2014-2023 (BGUS) were submitted to the Regional Development Committee (BGK) by the Ministry of Development and then approved by the Regional Development High Council (BGYK). On the other hand, following the adoption of the participatory and democratic strategic planning approach with the Law on Public Financial Management and Control No. 5018 after 2003, several strategic documents were developed in thematic areas under the responsibility of the central administrations at the national level.

  While plans and strategies are being prepared at the national level, it is expected that the other side will be able to demonstrate regional strategies by taking local potentials and opportunities into consideration and to focus on regional development. An important mission has been set for Development Agencies in the preparation of regional plans to implement this and the establishment / operation of local governance mechanisms. The Planning and Programming and Coordination Units of the Agencies (PPKU) follow this mission in coordination with other units in the organization.

  PPKU undertakes researches to increase the economic, social and cultural development of the region and to increase competitiveness, to prepare regional and sectoral plans and programs with the participation of local actors and to work on cooperation and capacity building with local, national and international institutions. Under the coordination of the Ministry of Development, the preparation of the regional plan, with the participation of local actors in line with the National Development Plan, is among the main tasks of the PPBU.

  Planning Programming and Coordination Activities in the 2016 study program are presented as;

1 - Strategy Development and Planning Activities,

2 - Programming Activities,

3 - Activities related to the Implementation and Monitoring of Regional and Other Plans,

4 - Research and Analysis Activities

5 - Regional Coordination and Cooperation Activities.

1.    Strategy Development and Planning Activities 

Since  national plan and strategy documents and the TRC2 Regional Plan are in implementation period in 2016, new work has not been done in this context. However, activities related to the implementation and monitoring of the Regional Plan and Other Plans in Chapter 3 have been carried out.

It has been envisaged that preparation of Export Strategy and Action Plan for TRC2 Region at regional level and completion of the preparation of the Agency Strategic Plan (2016-2020), which commenced at the end of 2015 at institutional level in 2016. Within this scope, Strategic Plan Preparation Commission that was created with no.1386 and dated 14.09.2015 approval of Secretary General has started to work. Strategic Plan Coordination Team, consisting of experts from the Planning Programming and Coordination Unit, has undertaken the preparation, development and finalization of the plan text by providing general coordination during the planning process. In this context, the preparation and approval stages of the 2016-2020 Agency Strategic Plan were completed in 2016 to promote institutional capacity through participatory methods, to set goals for products and services with corporate principles and values through common reasoning.

Preparatory work of TRC2 Export Strategy and Action Plan - related to export that performed in the TRC2 Region and  all interested parties can benefit from (company, business support organizations and so on) - has been initiated in 2016 to determine the regional roadmap regarding export. Related strategic document will be completed in 2017.

2.    Programming Activities

2017 Programming Document preparation work has been done in line with Regional Plan objectives and priorities to design financial support programs for 2017. In this context, participants' views and suggestions regarding the 2017 Financial Support Programs were taken either verbally or in writing at the Regional Plan Coordination and Monitoring Meetings. Also questionnaire was applied for Agency staff who gained experience in programs implemented in previous years in order to receive proposals for the 2017 Financial Support Programs. Financial Support Programs and the Direct Activity Support Programs will not be initiated in 2017 according to the New Working Program and Budget Procedures and Principles published by the Ministry of Development. Instead, in 2017,  specific priorities will be focused on through project-driven support and technical support programs to develop institutional capacity.

2.1.  Preparation of Support Programs in the Partnership of GAP-RDA and Regional Development Agencies

Cooperation has strengthened between GAP RDA and TRC Regional Development Agencies (İpekyolu-Dicle-Karacadağ) through implementation activities of the GAP Action Plan (GAP EP) that carried out by the GAP Regional Development Administration (GAP-BKI) that our Agency is also involved in the preparation phase.

Our Agency contributed to the group work of the GAP Organic Agriculture Cluster Project and the Steering Committee works were initiated by the GAP Regional Development Administration in cooperation with relevant institutions and organizations within the context of the GAP Action Plan in order to ensure that the GAP region has a more competitive position in terms of organic agriculture. As a result of these studies, GAP Organic Value Chain Financial Support Program call for proposals has been announced with TRC Regional Development Agencies in 2015 and 2016.

Another work - carried out in cooperation with the GAP RDA and TRC Development Agencies within the scope of the GAP Action Plan to increase the competitiveness of enterprises engaged in industrial production in the region - is Energy Efficiency Financial Support Program in the industry. As a result of the work carried out in 2015, in 2016, TRC Regional Development Agencies and GAP RDA have launched a call for proposals for the Energy Efficiency Financial Support Program in the industry.

One of the axis of the GAP Action Plan is increase of inhabitability in the cities. In this context, the level of accessibility in urban transport will be increased through supporting projects that will improve urban transport systems. Interviews were made with local government officials in Diyarbakır ve Şanlıurfa in cooperation with GAP RDA and project proposals that may be included in the 2016 investment program have been prepared. Negotiations on the activities under the Action has continued. In this context, the idea that a financial support instrument for urban transport can be used is discussed as it is done in GAP Organic Agriculture and GAP Energy Efficiency in the Industry Financial Support Programs.

2.2.  2017 Work Program and Budget Preparation

2017 Work Program and Budget that prepared in coordination with the agency working units are presented to the Board of Directors and the Ministry of Development for approval.

3.    Activities related to the Implementation and Monitoring of Regional Plan and Other Plans

3.1.  Regional Plan Coordination and Monitoring Commission Meetings

In 2015, our Agency has worked on the development of mechanisms for the introduction of the Regional Plan and the implementation of the objectives, targets and strategies on the plan. 4 meetings have been held in Diyarbakir and Şanlıurfa with participation of public institutions, NGOs and private sector representatives in the region for the promotion of the Regional Plan. Regional Plan has been discussed in Development Board in order to increase the ownership in the local and to ensure monitoring and coordination during implementation processes and Regional Plan Coordination and Monitoring Commissions has been established in the following 7 chapters on the bases of  axis and goals of the plan.

ü Urbanization and Quality of Life Commission

28 monitoring and coordination meetings have been held with relevant sub commissions that 265 representatives in 2016 and 255 representative in 2015 joined in the meetings. The secretariat services and reports of the relevant meetings has been carried out by the unit. In response to the decisions taken at the meetings, feedback has been given to all relevant institutions and organizations of the Regional Plan.

3.2.  Implementation of National Strategy for Regional Development (BGUS), Tenth Development Plan and Priority Transformation Programs (ÖDÖP)

National Strategy for Regional Development (BGUS) has been prepared to draw the general strategic context of regional development policies and practices at the country level under the coordination of the Ministry of Development in the direction of contribution, opinion and recommendations of related ministries, development agencies, local governments, universities, professional chambers, non-governmental organizations and other relevant public institutions and organizations. It has been targeted that National Strategy for Regional Development (BGUS) constitute  the basis for regional development policies in the Tenth Development Plan (OKP) covering the years 2014-2018 and to be functional in terms of compliance the development visions of local institutions and organizations with the vision of national development.

Unlike previous plans, the Tenth Development Plan includes 25 special application programs called Priority Transformation Programs. These programs, which are designed for the main problem areas that are important for achieving the goals of both the 2023 vision and the Tenth Development Plan, designed for critical reform areas that usually fall under the responsibility of more than one ministry and require effective coordination between institutions. It is expected that these programs, which are prepared with a sectoral and cross-sector approach and are expected to be finalized within five years, will have a significant contribution to obtaining the Plan targets.

Up to the end of the Tenth Development Plan (until the end of 2018), the three-month information entry into the Action Monitoring Systems will be conducted for the monitoring and evaluation of the Action Plans and the Priority Transformation Program Monitoring Reports will be prepared annually. In this context, monitoring reports - in January, April, July and October for the actions our Agency is responsible for - is prepared by Planning Programming and Coordination Unit and sent to the Ministry.

3.3.  Implementation and Monitoring of GAP Action Plan

Progress reports - prepared by Planning Programming and Coordination Unit in the direction of information gathered from the units on actions for which our agency is responsible - has been sent to GAP Development Administration in January, April, July and October. In addition, it has been provided that a responsibility included in the Action Plan has been programmed and taking place in Financial Support Programs.

3.4.  Agency Strategic Plan Application (Activity Reports)

Agency has prepared a 5-year Strategic Plan (SP) covering the period 2016-2020. According to the previous Strategic Plan, Agency has prepared the 2015 annual report and annual interim activity reports according to the existing Strategic Plan in 2016. Activity reports are also used as a tool for monitoring Agency Strategic Plan implementations.

4.    Research and Analysis Activities

TRC2 Region Social Structure Analysis work has been carried out in 2015 under the coordination of the Ministry of Development. A Diyarbakır Migration Research preparatory study has been started by the decision of the Executive Board of the Agency in 2016. This work, which has been interrupted for some time due to the security problems experienced in the region has been completed by the end of 2016.

It has been aimed to create an information system where spatial data is in one place and to use it for inquiry and visualization purposes for the planning and investment activities. It has been targeted with this work -  is prepared by the Ministry of Environment and Urban Planning General Directorate of Geographic Information Systems -  to prepare spatial and verbal information and transferring it to the geographic data base on different layers with web services  prepared under the Atlas Project. It is intended for use in agency planning and investment support office work using desktop GIS platforms that other ministries developed spatial data infrastructures (SDI).

5.    Regional Coordination and Cooperation Activities

5.1.  Agency Development Committee Meetings

1st per annum Development Committee Session of 2015 has been held at Mitannia Hotel on June 17, 2015. Chairman of the Development Committee has been elected in the meeting, Diyarbakir Commodity Exchange Chairmen Abubekir BAL has been elected as Chairman of the Development Committee. Member of the Executive Board of the Agency and Director General of Regional Development and Structural Adjustment, Ministry of Development Nahit BİNGÖL also has been attended the meeting. 2014 Annual Report of the Agency, 2014 Annual Internal Audit Report and Regional Plan targets has been submitted to the committee.

2nd per annum Development Committee Session of 2015 has been held at the Nevali Hotel in Şanlıurfa on Wednesday, 16.12.2015 at 11.00. 2015 2nd Development Committee Coordination and Monitoring Meeting results reports has been presented by the chairman of each commission at the meeting. 2015 Interim Activity Report of the Agency has been discussed and accepted.

1st per annum  Development Commitee meeting of 2016 has been held on 25.05.2016 Wednesday at Liluz Hotel in Diyarbakır. Coordination and Monitoring Meeting results reports of 2016 1st Development Commitee presented by the chairman of each commission at the meeting. In addition, Agency 2015 Annual Activity Report and Internal Audit Report has been discussed and accepted.

As a result of decision of Council of Ministers 2016/9112, lists of Development Committee have been abolished. Due to this reason, 2nd Per annum Meeting of the Development Committee could not be held. This situation also makes it impossible to convene the Development Comittee Coordination and Monitoring Commissions.

5.2.  Regional / Local Partnership and Cooperation Activities

Lack of institutional coordination at the local level affects negatively the quality and efficiency of services. Effective partnership and cooperation in regional development are very effective. In 2016, the following meetings and organizations has been contributed and participated at regional and local level as Planning Programming and Coordination Unit.

ü Conducting meetings and joint organizations with the GAP Region and other neighboring NUTS II Regional Agencies,

ü TRC2 Region Provincial Coordination Committee Meetings,

ü TRC2 Region Provincial Employment Council Meetings,

ü Local Agenda 21 and City Council Meetings,

ü Diyarbakır Conservation Council Meetings,

ü GAP Competition Agenda Meetings,

ü Diyarbakır Field Management Advisory Board Meetings,

ü TRC Regional Agency Planning Units Meetings,

ü Other sectoral and thematic meetings.

6.    Projects Financed by National / International Support Programs

Activities of the project entitled Effective Partnership for Regional Policies has been started in February 2016 by Karacadag Development Agency that is financially supported within   the scope of Civil Society Dialogue-IV-Regional Policy between European Union and Turkey.

Two of the four main activities planned under the project were completed. Initially, Seven organizations and NGOs has been visited in Berlin with the project partner Entrepreneurial Business Women Initiative (ISI eV). Sofia study visit, the second visit of the project has been realized in June with Association of Development Agencies (BARDA). 6 organizations, including two development agencies have been visited. Project activities are planned to be completed in 2017.
